David Keegan
Academy Chair & Strategy Lead
Head of Complex and High Cost Cases, Legal Aid Agency
David controls the funding on the most complex civil and criminal legal aid cases, ranging from Jubilee Line Fraud trial to the legal challenge to require an investigation into the death of Baha Mousa in British Army custody in Iraq. David led the 2007/08 best value tender of £100m worth of work per year on Very High Cost Criminal cases, which involved bids from 500 firms of solicitors and 2,500 barristers. Prior to joining the Legal Aid Board David was an engineer with the Ministry of Defence involved in the contracting and overseeing of nuclear submarines refits with the newly privatised dockyards.

Simon is Head of NOMS Health and Wellbeing Co-Commissioning within NOMS and is Vice Chair of the Academy and Lead for Practitioner Advisory Services.
Janet Cullinan
Academy Business Manager
Janet is the Academy's Business Manager and as the only member of staff she manages and delivers all requirements from strategic plans through to the day to day running of the Academy and its services.
Martin Blake
Head of Corporate Procurement & Commercial Development, London Probation Trust
With 12 years public sector procurement experience, Martin is the Head of Corporate Procurement at London Probation. Having established a new procurement function in 2006, he has developed an award winning team (including being the smallest organisation ever to secure 4-star status under the European Foundation for Quality Management scheme) that has supported the organisation in both its commissioning and procurement strategy and development.
Dr John Graham
A/Head NOMS-specific Learning & Development, National Offender Management Service
Having gained extensive experience in the world of education and training, John joined the Home Office in 2002 as the Head of Operational Training for Her Majesty’s Prison Service. Currently with NOMS in the Ministry of Justice, he is responsible for policy, quality and standards for staff learning and development in the Prison Service. John is Lead for Academy Learning & Development.
Marios Leptos
Strategy and Change, Her Majesty’s Court and Tribunals
Marios Leptos is a Sub-Portfolio Manager within the Strategy & Change Directorate of HM Courts & Tribunals Service. The Directorate has responsibility for developing and implementing an operating strategy which changes the way HMCTS services are provided in pursuit of a fully integrated, efficient justice system and ensures that our courts and tribunals continue to fulfil their essential role in our society. The Change Portfolio is presently divided into four project sub-portfolios and Marios leads a sub-portfolio which encompasses Compliance and Enforcement change activity and a strong contracting-out theme.
Patsy Northern
Deputy Director: UK Business Reform, Department of Health
Patsy is Lead for a cross govt working group sponsored by the Academy, which focusses on learning and development looking to raise capability and capacity of commissioning.
Mark Ormerod

The Probation Association is the national employers’ association for the probation service and represent the employers in negotiations with the unions on pay & conditions; their members (the 42 boards and trusts) to Government, MoJ and others and provide information and advice to members on their corporate governance and employer roles.
Hywel Thomas
Justice Policy Group, Ministry of Justice
Hywel leads on a number of projects to reform the Justice System, covering areas such as commissioning.
Ed Tullett
Governor of HMP Brixton
Ed took over as Governor of HMP Brixton in July 2010, when it was a local Cat B jail. Since then he has overseen Brixton's re-role as the first ever unique Cat C resettlement Prison in London and the transition period is still ongoing. The aim is to forge as many links with our partners in the local community as possible to assist us in working towards a smooth transition for prisoners once they are released.
Tessa Webb

Tessa leads Hertfordshire Probation Trust which delivers and commissions community offender services across Hertfordshire. Kerry leads the team responsible for the commissioning and procurement of contracted services throughout the Legal Services Commission, including administrative, commercial & administrative contracts and Specialist advice contracts with over 5,300 providers of Legal Services.
